Hornedo Campaign Raises Concerns Over Delayed VAN Access Despite Meeting Legal Standard

Indianapolis, IN — The campaign of George Hornedo, Democratic candidate for Congress in Indiana’s 7th District, is raising alarm after being incorrectly informed it does not meet eligibility for access to the Democratic Party’s voter file, despite clear legal compliance.

 

Hornedo, a member of the Indiana Democratic Party’s State Central Committee, submitted a request for VAN (VoteBuilder) access on May 21, 2025. Despite being informed that decisions should take 2-3 business days, 7th District Chair Ashley Gurvitz—after over a month of delay—informed Hornedo that he was not eligible under subsection A of Indiana Code § 3-8-2-7(a)(4). 

 

Hornedo responded with a written clarification, citing the actual statutory language which states that eligibility is based on the most recent two primaries in which the candidate voted, not the two most recent primaries overall which is the standard Gurvitz is arbitrarily setting. By the actual standard set forth in Indiana Code, Hornedo is eligible for access.

 

The matter has now been referred to Marion County Democratic Party Chair Myla Eldridge under subsection B, which allows a party chair to certify a candidate’s Democratic affiliation at their discretion. Hornedo emphasized that while he awaits that decision, he is speaking out now to highlight a troubling pattern.

 

“This isn’t about one candidate. This is about whether the Democratic Party is truly open to new leadership and grassroots competition. When voter contact infrastructure is gated behind a—misinformed at best and intentional at worst—reading of Indiana Code, it undermines the spirit of party-building and the principle of fairness.”
