George Hornedo Releases The Winning Approach and The Fair Shot Agenda as Cornerstones of His Congressional Campaign

Thursday, July 31, 2025

Indianapolis, IN — Today, Democratic congressional candidate George Hornedo unveiled two core pillars of his campaign for Indiana’s 7th District: The Winning Approach and The Fair Shot Agenda. Together, they represent a blueprint for how we govern differently and deliver results for working people across Indianapolis.

“Too many people in this city are doing everything right and still falling behind,” said Hornedo. “The problem isn’t that we lack solutions. It’s that the people in charge haven’t acted. I’m running to change that.”

The Winning Approach: Governing for Progress, Not Performance

The Winning Approach is a governing philosophy centered on material progress, not political posturing. It’s not about progressive vs. moderate or young vs. old. It’s about something simpler: Are we moving up or are we staying stuck?

“Politics is sport with consequence,” said Hornedo. “You only govern if you win. So let’s build the broadest coalition possible and then fight like hell to deliver for people.”

Rejecting culture war distractions and gridlock, The Winning Approach prioritizes:

  • Clarity over purity tests

  • Bold vision paired with practical execution

  • Coalitions that lift people up rather than box them in

It’s a mindset rooted in action. Whether it’s fixing broken systems, delivering for working families, or bringing new voices into the process, Hornedo says the test of leadership is simple: Does it improve people’s lives?

“This is about execution, not ideology,” said Hornedo. “If you can’t show what’s getting better in people’s lives, the politics don’t matter.”

The Fair Shot Agenda: Turning Philosophy Into Action

While The Winning Approach defines the mindset, The Fair Shot Agenda is the execution plan laying out a comprehensive set of policies to close the gap between government and daily life.

The agenda includes five pillars, each of which the campaign will release plans of in the coming weeks:

  • An Economy That Works

    • Raise wages and enforce fair pay

    • Expand access to capital and cut red tape for small businesses

    • Modernize infrastructure to create jobs and drive long-term growth

  • A Stronger Foundation

    • Affordable childcare and housing

    • Paid family leave

    • Expanded healthcare access, including reproductive care

  • A Safer City

    • 24/7 mental health crisis response

    • Gun violence prevention treated as public health

    • Community-centered policing and trauma recovery for survivors

  • A Sustainable Future

    • Clean energy job training and lower utility bills

    • Public transit expansion and resilient infrastructure

    • Lead pipe replacement and pollution cleanup

  • A Democracy That Puts People First

    • Expanded voting access and independent redistricting

    • Bans on dark money and Citizens United repeal

    • Congressional and Supreme Court term limits

    • Support for DC and Puerto Rico statehood

“The Fair Shot Agenda is a plan to deliver,” said Hornedo. “When the window opens, we should move hard and fast to bring about transformative change. But even when it doesn’t, we still have a responsibility to fight for progress in people’s lives. That’s what leadership requires.”
