Indiana Redistricting Push Stalls Amid Grassroots Backlash
Wednesday, October 22, 2025
Indianapolis, IN — In a major development with national implications, Indiana Senate President Rodric Bray confirmed today that Republican legislators currently lack the votes to advance a Trump-aligned redistricting plan that could have erased key Democratic seats.
While no final map has been released, political observers have warned for months that GOP proposals could target Democratic strongholds like Indianapolis—potentially wiping out multiple seats and further entrenching Republican power in the House.
George Hornedo, a Democrat running for Congress in Indiana’s 7th District, responded to the announcement:
“This is what grassroots defense looks like. We’re building power block by block and today, it worked. The fight isn’t over, but we just proved that organizing can beat back even the most cynical attacks on representation.”
Hornedo’s campaign recently surpassed 50,000 direct voter contact attempts, making it the largest active field operation in Indiana. With a full-time organizing staff and a volunteer network knocking doors across the city, the campaign has become a model for how Democrats can build durable local infrastructure in red and purple states.
“We didn’t wait for the maps to drop,” Hornedo added. “We went to work because the best way to defend a seat is to prove that the people living in it are already mobilized.”
The push to gerrymander Indianapolis is part of a national effort by Trump-aligned forces to redraw political maps and suppress opposition power. Hornedo’s campaign is one of the first in the country to frame its organizing strategy around active resistance to redistricting.
“This is about more than Indiana. It’s about whether Democrats have a plan to fight Trump’s strategy beyond cable news. We do. And we’re proving it.”
Trump and his allies will continue applying pressure in Indiana. Hornedo’s campaign says it will continue expanding its organizing program regardless of legislative delays.
