After Public Pressure, Rep. André Carson Finally Acts on ICE Accountability

Indianapolis, IN — After days of silence and mounting public pressure, Rep. André Carson has joined more than 100 House Democrats in co-sponsoring articles of impeachment against Homeland Security Secretary Kristi Noem.
Democratic challenger George Hornedo said the move underscores a broader leadership problem.
“Rep. Carson acted only after press coverage exposed that more than 100 Democrats had already stepped up without him—and after I publicly raised the issue,” Hornedo said. “That’s been the pattern: André Carson doesn’t lead, he reacts. Indianapolis deserves better.”
Hornedo noted that ICE enforcement has expanded nationwide, including in Indiana, while Congress approved the largest DHS budget in history even as healthcare subsidies expire and basic protections lapse.
“People aren’t debating process,” Hornedo said. “They’re living with fear—fear of deportation, surveillance, and unchecked government power. When leaders hesitate in moments like this, it has real consequences.”
Hornedo also pointed to Carson’s background as a former state DHS official, saying it made his initial silence more troubling, not less.
“Experience should translate into urgency,” Hornedo said. “Instead, we saw delay.”
While welcoming Carson’s eventual decision, Hornedo said the episode highlights why new leadership is needed.
“This district deserves a representative who leads in moments of consequence, not one who waits for headlines to dictate action,” Hornedo said. “That’s the difference this race is about.”
Hornedo reaffirmed his commitment to aggressive oversight, real accountability, and confronting ICE’s role directly rather than relying on half-measures or political cover.
“These are not normal times,” Hornedo said. “And they demand more than reactive leadership.”
