Indianapolis, IN — Today, Democratic congressional candidate George Hornedo (IN-07) released a comprehensive memo laying out the case that Congressman André Carson has been ineffective in representing Indiana's 7th Congressional District since taking office in 2008. The memo combines legislative effectiveness data, missed federal grant opportunities, and comparative analysis of peer cities and congressional districts.
Drawing on nonpartisan research from the Center for Effective Lawmaking (CEL) and extensive public records, Hornedo's memo documents years of below-average legislative performance and a troubling pattern of missed chances to secure federal investment in Indianapolis.
"This isn't personal. It's about performance. Congressman Carson has been in office for nearly 20 years, but the numbers don't lie: we have fallen behind our peers," said Hornedo. "Whether it's federal grants we didn’t win, programs we didn’t join, or bills that never passed, the evidence is overwhelming. Indianapolis deserves better."
